FYA Meeting: November 18th
 
The next FYA Membership Meeting will be Friday, November 18th, from 9:30-11:30. The meeting will be held at the ILSP Office, 2647 International Blvd, Suite 312, Oakland. Come network with other FYA organizations and hear legislative updates.
 
Assembly Select Committee on foster care
 
The first hearing of the newly formed Assembly Select Committee on Foster Care is scheduled for November 21st in Los Angeles. Click here to see the flyer. There will also be a Bay Area Youth Focus Group on November 19th. Contact CYC Statewide Office at 800-397-8236 for details.

Assemblyperson Karen Bass from Los Angeles is chairing the committee, which will focus on two critical foster care issues: emancipation and kinship care. Members include Alameda County’s own Loni Hancock and Wilma Chan, as well as San Francisco’s Mark Leno.

 
Foster A Dream’s Annual Toy Drive
 
Foster A Dream has officially launched their 4th Annual “Dreaming of Toys” holiday toy drive for foster children. This year they are proud to announce that they are building a 5,000 sq. ft. (and growing) Holiday Wonderland. Foster children and their guardians are invited to make a reservation for an amazing holiday experience! Each child will decorate cookies, make an ornament, win prizes at activity stations, stuff a stocking, pick a gift and much more! This is only for Bay Area foster children – up to 18 years old.

The Wonderland, located in Benicia, will be open the second and third weekend in December and reservations are filled on a first-come first-served basis. If you are interested in helping with the toy drive or bringing youth to the wonderland, contact Brittany Fletcher ASAP at 707-747-0100.

Oakland Youth Chorus Winter Choral Concert
 
The Oakland Youth Chorus will present their Winter Choral Concert, “Winter Soulstice,” on December 3rd at the First Congregational Church of Oakland, 2501 Harrison St. at 27th. Tickets are $20 for adults, $10 seniors, $5 for children. Group rates are also available (15 adult tickets at $15 each).

This uplifting concert will include music of Latin America, Pop, Jazz, Gospel, and
many more musical treats. This concert will feature performances by OYC's teen concert chorus, The Middle School Magic Chorus, Elementary School Miracle Choruses, and OYC's Alumni Chorus. OYC displays an absolutely amazing array of talent which features more than 100 children and teens from all over Oakland and the East Bay, who would usually not have the opportunity to learn music were it not for receiving after- school music instruction through the Oakland Youth Chorus.

Senate Reauthorizes the Higher Education Act

On November 3, the U.S. Senate reauthorized the Higher Education Act as part of the Deficit Reduction Omnibus Reconciliation Act. The bill includes many provisions that assist homeless and foster youth, as well as youth aging out of the foster care system.

For example, the bill:

Allows youth to be considered independent students for purposes of applying for financial aid if they have been verified as unaccompanied homeless youth by a school district liaison; director of a homeless shelter, transitional shelter, independent living program or a financial aid administrator.

Adds homelessness to special circumstances that financial aid administrators may consider in granting dependency overrides.

Streamlines and facilitates the electronic application process for students with special circumstances.

Makes homeless students priority students for the GEAR UP program.

Includes as permissible services under the federal TRIO programs (Talent Search, Upward Bound, Student Support Services, and Educational Opportunity Centers) programs and activities specially designed for homeless children and youth and for students who are in foster care or aging out of the foster care system.

Amends the Student Support Services program, adding that the program must be designed to foster an institutional climate supportive of the success of homeless children and youth and for students who are in foster care or aging out of the foster care system.

Includes as a permissible service under the Student Support Services Program assistance in securing temporary housing for students who are, or were, homeless children and youths, and students who are in foster care or are aging out of the foster care system.

Includes as model training programs under Staff Development Activities strategies for recruiting and serving homeless children and youth and students who are in foster care or aging out of the foster care system.

Includes as permissible activities under GEAR UP's Early Intervention funds programs and activities specially designed for homeless children and youth and for students who are in foster care or aging out of the foster care system.

The U.S. House has not passed legislation to reauthorize the Higher Education Act. The Education and Workforce Committee has passed a version of the legislation with provisions limited to including homelessness as a special circumstance for financial aid administrators to consider in granting dependency overrides. This legislation is included in the "Deficit Reduction Act of 2005" passed by the House Budget committee on November 3.

UC Berkeley Application ‘Cram Nights’
 
The ILSP Aftercare Program and MINDS (Multicultural Initiative for the Negotiation of Diversity & Support Services) are hosting “UC Berkeley Application Cram Nights” to help students applying to UC Berkeley meet the November 30th application deadline. The cram nights will be held on Friday, November 18th and Saturday, November 19th from 6:00-10:00 p.m. at the Student Learning Center, Rm 100 Cesar Chavez, UC Berkeley, and on Monday, November 28th and Tuesday, November 29th, from 6:00-9:00 p.m. at Laney College, 900 Fallon Street, Room F-170B, Oakland.
